Town Meeting
Hanson Middle School

7:20 p.m. – Chairman Jones called the meeting to order

Vote union contract Annual Town Meeting Articles 36, 37 & 38 – The clerical union accepted the Board offer of 3% increase for a one year contract.  The Highway and Police Unions rejected the offer.  

MOTION by McSweeney, second by Forte to ratify the Clerical Union contract and recommend Annual Town Meeting Article 36 Clerical Union contract and Passover articles 37 and 38, Highway and Police contracts. Voted 5 – 0.

Special Town Meeting – Article 31 – Sargent Property – Mrs. Marini informed the Board that the explanation in Article 31 needed to be changed to 1997 and the amount of taxes paid were $453.36 and the purchase price at the auction was $300.00.

Special Town Meeting – Article 46 – Land Taking Rt. 14 & 27 – Mrs. Marini informed the Board that Barbara Gomez has indicated we can increased to the amount for the taking to $9,600.  The Town of East Bridgewater will be putting $10,000 aside to be used for the associated costs of any the takings.  They have not negotiated any amounts with the landowners and are awaiting final plans from Mass. Highway.  This article will give the Board authority to negotiate if they land owners do not gift the property to the town.

Annual Town Meeting – Article      - Sidewalks – The Board discussed Chairman Jones moving to Passover the article. Chairman Jones will explain to Town Meeting that the Board will bring the matter up again in the future.

Disposition of Nugent Case – Mrs. Marini notified the Board that the District Attorney’s office has informed her that the Appeals court upheld the Superior Courts decision on the ethics case. He has 20 days to appeal to State Supreme Court.

Executive Secretary Contract – Suggested changes from Finglas Attorney – Mrs. Marini distributed copies of proposed changes to the Executive Secretary’s contract.  The Board to review the changes and discuss them on Tuesday, May 4, 2004.

Special Town Meeting Article 6 – Fire Fighter Co-payChairman Jones reviewed the Board’s settlement with the Fire Fighters regarding the co-pay.  The Board must support the article.  The Board must also resolve the matter as a separate issue beyond the current contract.

Special Town Meeting Article 42 – West Washington St. parcel – Mrs. Marini informed the Board the parcel must be declare surplus prior to conveying it to conservation.

MOTION by Kuchinski, second by Gallivan to declare the West Washington Street parcel located at Lot 23 on Plan 92 as surplus.  VOTED  5 – 0.

MOTION by  Forte, second by Gallivan to adjourn to Town Meeting.
